Offshore Patrol Vessels Acquisition Project

OPV – Offshore Patrol Vessel as names implies is a Patrol boat categories and classified as inshore patrol vessels (IPVs) and offshore patrol vessels (OPVs). They are warships typically smaller in size than a corvette and can include fast attack craft, torpedo boats and missile boats, although some are as large as a frigate. The offshore patrol vessels are usually the smallest ship in a navy’s fleet that is large and seaworthy enough to patrol off-shore in the open ocean.

Philippine Navy has many smaller IPV like Kagitingan class, Tomas Batillo, and smaller Andrada Class but none was offshore capable vessels except the Malvar  and Jacinto classify as corvette. Most of Malvar class will be retire by 2020 on wards and on PN Force Desired Mix  called for 18 OPV both used and brand new. And the recently approved Horizon 2 budget it include 6 OPV with an Approved Budget for Contract (ABC) of Php30 billion, which was approved in-principle by Pres. Duterte in early June 2018.  Recently concluded DND-AFP Command Conference with Pres. Duterte, the president gave the final green light to proceed with the acquisition of the Offshore Patrol Vessels, with the Department of Budget and Management (DBM) given the signal to release funds for the project.

Per latest confirmation by SND Lorenzana  said the government was looking to sign a contract with Austal by the end of the year. And the Austal facility was granted the license to construct Naval vessels, including the ones needed by the Philippine Navy. The facility will also be able to build Naval vessels for export.

Leading and preferred design supplier is Austal with the variations of Cape Class . As early as 2018 and recently concluded ADAS 2018 they already have a design offer to PN through Austal Philippines 

The OPV is arranged with a starboard boat deck and stern well for the safe and rapid launch and recovery of RHIBs. The vessel is fitted with a mission bay and aft storage area to facilitate the embarkation of containerized mission modules,” Austal said at that time

“The proposed design incorporates 20 years of product improvement and evolution beginning with the ‘Bay Class’ first delivered in 1999,” Austal added. “The Philippine Navy OPV is a steel hulled vessel featuring an aviation deck enabling helicopter and unmanned aeronautical systems missions.”

The Austal Philippine Navy OPV is based on a proven platform that has demonstrated success operating in tropical environments and conducting border patrol and maritime operations.
The Austal Philippine Navy OPV features an aviation deck enabling helicopter and Unmanned Aerial Systems (UAS) missions.

The vessel is arranged with a starboard boat deck and stern well for the safe and rapid launch and recovery of RHIBs. The Austal Philippine Navy OPV is fitted with a mission bay and large aft storage area to facilitate the embarkation of containerized mission modules.

Capabilities of the OPV are:
  • Execute ISR operations;
  • Conduct Search and Rescue operations;
  • Execute anti-piracy, anti-terrorism, anti-smuggling, anti-human trafficking and anti-drug operations;
  • Provide critical infrastructure protection;
  • Support special forces operations;
  • and Provide humanitarian assistance and disaster relief.
In Summary
It is expected that contract signing to be completed by end of the end year including award signing and NTP issuance within six month if DBM release fund. And it expected that construction of first vessel completed within 1.5 years or as early second quarter 2021 commission in time for fast depleting fleet of Malvar class (another decommissioning within the year). Seems year 2020 will be busy year for Philippine Navy.
